You need to get the 3 items. Those are Pot of Flour, Bucket of Milk and an Egg.
You can get a pot of flour by getting wheat from the wheat field which is located north-west from Lumbridge. Then go to the top of the mill and put the wheat in the hopper then use the controls.
You can get milk by using a bucket on Dairy Cow. Dairy Cows can be found north-east from Lumbridge.
You can find eggs at the north of Lumbridge at the farm.
If you have the three items, return to the chef in the castle.
